This is a North African marinade or sauce that is used on fish or meat (and sometimes vegetables). It typically is a oil based sauce with cilantro (fresh coriander) and garlic. It usually has a bit of tang to it from either fresh lemon juice or vinegar. We also have one version that is a tomato based chermoula that would go well with a firmer fish or shellfish.
