Combine the sugar and orange juice in a small saucepan over medium heat. Heat, stirring, until the sugar dissolves. Place in refrigerator for 30 minutes or until chilled.
Combine the orange mixture, milk, and cream in an ice cream maker and process according to the manufacturer's directions.
