Preheat the oven to 3S0°F. Butter two cookie sheets.
Sift the flour, baking powder, and salt into a large bowl. Stir in the sugar, oil, and wine to form a stiff dough. Divide the dough into twenty portions. Form each piece into as-inch rope and bend into a ring, pinching the ends firmly together.
Use a spatula to transfer the cookies to the prepared cookie sheets, placing 2 inches apart. Bake for 15-20 minutes, or until firm to the touch, rotating the sheets halfway through for even baking.
Reduce the oven temperature to 300°F. Bake for lS-20 minutes more, or until golden and toasted. Transfer to racks to cool.
