Stir together cornstarch, sugar and flour. Add in shortening to form a soft dough. Chill for one hour.
Form chilled dough into one inch balls and roll in sugar. Stamp with cookie stamp or flatten with the bottom of a glass. Bake at 350 degrees F for 20-25 minutes.
