Chocolate Covered Toffee Bars

1/2 cup butter or margarine, softened
1/2 cup sugar
1/2 teaspoon salt
1 cup flour
1 can (14 ounce size) sweetened condensed milk
2 tablespoons butter or margarine
1/4 teaspoon salt
2 teaspoons vanilla extract
Fudge Frosting
1 ounce unsweetened chocolate
2 tablespoons butter or margarine
1 1/2 cup icing sugar, sifted
1 teaspoon vanilla extract
2 tablespoons hot water (approximate)

For Bars: Cream first three ingredients, then stir in flour. Pat into an ungreased 13 x 9 x 2-inch baking pan. Bake at 350 degrees F until lightly browned, about 15 minutes.
In a heavy saucepan, stir milk, 2 tbsp butter and 1/4 tsp salt over low heat until butter melts (Mixture will thicken and become smooth). Stir in vanilla.
Spread over baked layer. Bake at 350 degrees F until golden, 12-15 minutes. Spread warm bars with frosting. While warm, cut into bars and remove from pan.
For Frosting: In a small saucepan, melt chocolate and butter over low heat, stirring constantly. Remove from heat and stir in icing sugar and vanilla. Blend in hot water to make an almost pourable consistency.
