Italian Chocolate Pepper Cookies

ingredients
4 cups flour
1 teaspoon nutmeg
1/2 teaspoon cloves
1 teaspoon black pepper
1 cup cocoa powder
2 teaspoons baking powder
1/2 teaspoon baking soda
1 teaspoon cinnamon
1 cup sugar
1 cup shortening
2 cups milk
directions
Mix all dry ingredients in large bowl or pan. Make hole in center, add shortening and milk. Mix by hand. It will be very sticky.
Roll or spoon into small balls, size of walnuts. Bake at 350 to 375 degrees F for 10 to 12 minutes.
When cooled, dip in chocolate or white frosting.

I thought these could have used a little more black pepper actually. Or maybe it was just the pepper I used. Just wasn't pungent enough to stand out.
