No fat or sugar in this version of homemade sweetened condensed milk
1 1/3 cup nonfat dry milk powder
1/2 cup water
1/2 cup splenda
In glass measuring cup stir together milk powder and water till it's a paste. Cover and microwave on high for 45 seconds or until hot but not boiling.
Stir in Splenda.
Cover and store in fridge. Chill at least 2 hrs before using.
Keeps for 2 weeks.

The quality of the powdered milk matters in this recipe. Do not use store brand! That will taste like powdered milk absolutely. Bob's Red Mill has a great one. Costs more than store brand, yes, but it makes a difference in anything you use it in. That said, this is a good recipe. It is sugar free and fat free and does exactly what you need it to. There is usually some kind of tradeoff in recipes like this. Does it taste exactly like regular sweetened condensed milk? Of course not and you're a fool if you expect it to. But, it does taste much better if you use a good brand (I first tried it with a lower quality brand and yeah, it wasn't great - retried with Bob's and it's SO MUCH BETTER).

I made my homemade fudge recipe, and it still turned out pretty good, but not as creamy or as sweet as real condensed milk, and you could taste that it was powdered milk.

I made a lemon pie, and while it turned out okay, we could still taste the powdered milk even though the condensed milk had been refrigerated overnight. Think maybe I'll try evaporated milk to make it next time.
