Not to be confused with evaporated milk, sweetened condensed milk is very sweet (and very sticky) and used primarily in desserts.

Want a foolproof way to cook rice? Try this oven-baked method by CDKitchen cooking expert, Christine Gable. She gives you easy to follow instructions for baking rice in the oven for perfect results every time.
2 cups long-grain white rice
1/2 teaspoon salt
4 cups boiling water
Preheat the oven to 375 degrees F. Grease a 2-quart baking dish (with a lid).
Add the rice and salt to the baking dish and place the dish on the oven shelf. Carefully add the boiling water to the dish, cover the dish with the lid (or use aluminum foil), and bake the rice at 375 degrees F for 30 minutes.
Remove the lid and check the rice. If the liquid has not been fully absorbed by the rice, recover the dish and bake for 5-10 additional minutes.
Remove the dish from the oven, lightly fluff the rice with a fork, and serve or use immediately in other recipes. The rice can also be cooled and refrigerated in an airtight container for up to 4 days.

Make sure the oven is well preheated. The rice turned out perfect.

The rice was so sticky it was mushie and unedible.
Sounds like the water wasn't hot enough (or oven temp wasn't hot enough). That's the usual culprit for mushy rice.
