cake ice cream cones (flat bottomed)
1 bag candy coated milk chocolate pieces (you'll use the red and blue ones)
directions
Frost a sugar cookie with white ready-made frosting.
Place a cake ice cream cone upside down on top of the frosted sugar cookie.
Frost the entire hat with white ready-made frosting. Decorate with red, white and blue candies.
