Combine all ingredients in a heavy saucepan. Simmer over very low heat for about 10 minutes, or until flavors are extracted from ingredients.
Be careful not to let spices burn. Store refrigerated without straining, and strain as needed.

I use this for all kinds of things but it's great for stir fries because it adds lots of flavor and spice. Also good for marinating beef!
