Slow Cooker Ground Beef Stacked Enchiladas

ingredients
1 pound ground beef
1 onion, chopped
1 green pepper, chopped
1 can black beans, drained and rinsed (optional)
1 can diced tomatoes with chilies
1/3 cup water
1 teaspoon chili powder
1/2 teaspoon ground cumin
1/2 teaspoon salt
1/4 teaspoon pepper
4 flour tortillas
2 cups shredded Monterey jack or cheddar cheese (or a mixture of both)

In a skillet, cook beef, onion, and pepper until beef is browned and veggies are tender. Add next 7 ingredients and bring to a boil. Reduce heat and simmer for 10 minutes.
In a 5 qt. crock pot, layer beef mixture, one tortilla, and some cheese. Repeat layers 3 more times. Cover and cook on low for 5-7 hours or high for 3 hours.
Serve as wedges along with chips, salsa, and sour cream. Accompany with rice and green salad.
