2/3 cup sugar
3 3/4 tablespoons cocoa powder
1 dash salt
2 cups milk
1 can (12 ounce size) evaporated milk
Combine the flour, sugar, cocoa powder, salt, and milk in a saucepan over medium heat. Whisk well to combine. Cook, stirring frequently, until the mixture thickens.
Remove the pan from the heat and stir in the evaporated milk. Let cool.
Pour the popsicle mixture into popsicle forms and place in the freezer. Freeze until solid. Store the popsicles in the freezer.
