Cocoa Brownies With Brown Butter Frosting

BROWNIE
1 cup flour
3/4 cup cocoa powder
1/2 teaspoon baking powder
1/2 teaspoon salt
3/4 cup butter or margarine
1 1/2 cup sugar
2 teaspoons vanilla extract
4 eggs
BROWN BUTTER FROSTING
4 tablespoons butter (no substitutes)
2 cups powdered sugar
3 tablespoons whole milk
1 teaspoon vanilla extract

Heat oven to 350 degrees F. Grease a 13" x 9" baking pan.
For Brownies: On waxed paper, combine the flour, cocoa, baking powder and salt.
In a 3-quart saucepan, melt the butter over medium-low heat. Remove saucepan from the heat and stir in the sugar and vanilla. Add the eggs, 1 at a time, beating well after each addition. Stir flour mixture into sugar mixture just until blended.
Spread batter in pan. Bake brownies for 18-22 minutes or until toothpick inserted 2" from edge comes out almost clean. Cool in pan on wire rack.
When brownie base is cool, prepare the Brown Butter Frosting
For Frosting: In a 2-quart saucepan, cook the butter over medium heat for 5-6 minutes or until lightly browned, stirring occasionally.
Remove saucepan from heat. With a spoon, stir in the sugar, milk and vanilla until smooth. Spread frosting over brownie. Cut into bars.
