Hamburger Nicoise

1 egg
1/3 cup milk
salt
1/2 teaspoon dried basil
1 dash black pepper
1 cup fresh white bread crumbs
1/2 cup chopped onion
1/2 clove garlic, crushed
1 pound ground beef
3 medium potatoes
2 medium onions, chopped
2 tablespoons butter or margarine
1/4 teaspoon dried tarragon
1/4 teaspoon dried basil
2 tablespoons chopped parsley
1 large tomato, sliced 1/4" thick
2 tablespoons butter or margarine
1/2 cup coarsely grated Swiss or cheddar cheese

directions
In a large bowl, beat egg with milk, 1 tsp. salt, 1/2 tsp. basil and the pepper. Add bread crumbs, onion, garlic and beef, tossing to mix well. Gently press into a 9" pie plate, forming a rim all around.
Pare potatoes and slice 1/4" thick. Slice onions 1/4" thick. In 2 Tbs. hot butter, saute onion for 5 minutes or until almost tender. Heat oven to 350 degrees F.
In a medium skillet, cook potato with 1 tsp. salt in a small amount of boiling water, covered, about 10 minutes. Drain well.
In a small bowl, combine tarragon, basil, 1/2 tsp. salt and 2 Tbs. chopped parsley, mixing well. Toss with potato.
In the hamburger-lined pie plate, layer half the potato and onion. Over top, overlap remaining potato and onion with tomato slices. Dot top with butter. Bake, covered with foil, for 25 minutes.
Remove foil and sprinkle with cheese. Bake, uncovered, 5-10 minutes, or until potato is fork-tender. Sprinkle with parsley.
