Beef And Bean Chili Recipe

Ingredients:
3 pounds lean ground beef
2 tablespoons vegetable oil
2 red bell peppers -- cored, seeded, and coarsely chopped
2 spanish onions -- coarsely chopped
salt and pepper -- to taste
1 tablespoon ground cumin
2 tablespoons dried oregano
3 cloves garlic -- chopped
1 can (28 ounce size) whole tomatoes with their juice, crushed
2 small dried red chilies -- crumbled
2 cups water
2 cans (16 ounce size) kidney beans -- drained and rinsed
1 bunch scallions -- trimmed and chopped (for serving)
1/2 cup chopped fresh parsley (for serving)
Directions:
In a large skillet over medium-high heat, brown the beef, stirring it constantly to break it up.
Meanwhile, in a soup pot, heat the oil and cook the bell peppers, onions, salt, and pepper, stirring often, for 15 minutes.
Add the cumin, oregano, garlic, tomatoes, dried chilies, and water. With a slotted spoon, transfer the beef to the pot. Bring the chili to a boil, stirring. Lower the heat, cover the pan, and cook for 1 hour. Add more water during cooking if the pan seems dry.
Add beans and re-cover the pan. Continue cooking for 30 minutes (1 1/2 hours total cooking time). Taste for seasoning, add more salt and pepper, if you like, and ladle into bowls. Sprinkle with scallions and parsley before serving.
