1 tablespoon minced scallions (or green onions)
1 teaspoon peeled, minced fresh ginger
1/2 teaspoon grated orange zest

freshly ground black pepper, to taste

In a small bowl, whisk together all of the ingredients until well blended. Or, combine ingredients in a jar, secure the lid and shake.
