Directions: Combine sugar and butter, then whip. Add all remaining ingredients, flour last, adding enough flour to be able to handle the dough.
Form into teaspoon-sized balls. Bake for 10-20 minutes at 375 degrees F.
When cool, combine frosting ingredients, adding enough hot water or milk to make a spreading consistency.
