ingredients
2 cups guacamole
1 small jar mild salsa
1 can refried beans
1 small can chopped green chiles
1 cup sour cream
3 small tomatoes, diced
1 bunch green onions, diced
1 can sliced black olives
1/2 cup shredded cheddar cheese
1/2 cup shredded monterey jack cheese
directions
Spread the refried beans on the bottom of a glass bowl or baking dish. Layer the remaining ingredients in the bowl, using caution not to mix the ingredients together. Serve with warm tortilla chips.

I think it's intended to be layered in the order given (although having the refried beans in the middle of the list kinda confuses it). You want to end with the cheese layers so that's why I'd suggest going in order as written.
